Aty. Dr. Ceren Küpeli: Founder
Küpeli completed her undergraduate law degree at Marmara University, followed by a master’s degree in Public Law at Istanbul University Faculty of Law. She earned her PhD at the Institute of Forensic Medicine and Forensic Sciences at Istanbul University-Cerrahpaşa.
With her doctoral thesis focusing on a comparative legal and criminological analysis of cybercrime investigations in Türkiye, Küpeli became the country’s first cyber criminologist to complete a doctorate in this field. As the founder of her own law firm, she also acquired “ethical hacker” credentials to ensure that cybercrime intervention capabilities encompass technical expertise, and she has specialized in digital evidence analysis within the field of digital forensics.
Küpeli is one of NATO’s national consultants in the field of countering cyberterrorism. She has served as a legal expert in the cybercrime investigation workshops organized by the Turkish National Police and contributed as a consulting lawyer to the preparation of the Information and Communication Security Guidelines led by the Presidency of the Republic of Türkiye’s Digital Transformation Office. In the context of international efforts to combat cybercrime, Küpeli represents the Union of Turkish Bar Associations in global workshops with dedication to the protection of national interests. As the cybercrime expert lawyer of the Union of Turkish Bar Associations, she provides training on cybercrime investigations to lawyers across all Bar Associations in Türkiye.
Currently a lecturer in cybercrime at Marmara University, Küpeli continues her work at the law and digital forensic analysis office she founded, focusing on combating cybercrime. She is also the author of a book titled “The Responsibility of Public Authorities in the Protection of Legal Entity Data”, which explores the intersection of information law and administrative law.
